JSI Research & Training Institute, Inc. (JSI R&T) serves as the Secretariat of the Child Health Task Force, funded by USAID's Global Health and Africa Bureaus through the USAID Advancing Nutrition project. The Child Health Task Force is a global network of child health stakeholders from 300 organizations and 80 countries working together to strengthen comprehensive, equitable child health services through primary health care (PHC), inclusive of community health. The Secretariat is convening a working group of representatives from WHO, UNICEF, USAID, GFF, and Save the Children to develop a Child Survival Action Plan (CSAP). The CSAP is a renewed call to action to support the 54 countries (the majority in sub-Saharan Africa) off track to achieving the SDG under-five mortality target: 25 deaths or fewer per 1,000 live births. Operationalizing the call to action will require a country-led process to identify the communities and families where children are at greatest risk, understand the vulnerabilities and barriers to accessing quality healthcare, prioritize interventions to address the major causes and risk factors of death through PHC (inclusive of community level and multi-sectoral approaches), and finance and implement accelerated solutions.

JSI is seeking a consultant to work with the Secretariat team and CSAP working group to develop an advocacy strategy that includes needed actions at all levels (sub-national, national, regional and global) to achieve the Child Survival Action Plan. This consultant will be expected to consult key partners, identify needed resources and expertise, and target specific audiences with tailored advocacy materials. Candidates with experience developing advocacy strategies, working with a diverse range of stakeholders (donors, multi-laterals, INGOs, governments, etc.), and leading advocacy efforts or campaigns in Africa are preferred.
