DESCRIPTION
USAID Advancing Nutrition is the Agency’s flagship nutrition project, led by JSI Research & Training Institute, Inc. (JSI), and a diverse group of experienced partners. Launched in September 2018, USAID Advancing Nutrition implements and provides technical support to nutrition interventions across sectors and disciplines for USAID and its partners. The project’s multi-sectoral approach draws together global nutrition experience to design, implement and evaluate programs that address the root causes of malnutrition. The USAID Advancing Nutrition team is currently seeking a Procurement & Contracts Officer to assist the Senior Contracts & Finance Manager with the oversight and management of project specific procurements, engagement of consultants, and the tracking of elements in line with JSI policy and donor requirements.
POSITION SUMMARY
The Procurement & Contracts Officer is responsible for supporting the USAID Advancing Nutrition core and country teams in the preparation, tracking, and management of consultancies and procurements. S/he will collaborate closely with technical staff across the project to assist them in navigating project procurements. The Procurement & Contracts Officer will additionally be responsible for assisting with the tracking of project assets and inventory and proper filing of contractual documents.
The Procurement & Contracts Officer will report to the Senior Contracts & Finance Manager and is based in Arlington, VA. The project is currently supporting a hybrid work environment and the successful candidate would be requested to be in the office two days per week. The salary range for this position is $52,500 - $64,865. Qualified candidates will be contacted for an interview, which will be done on a rolling basis until the position is filled.

RESPONSIBILITIES
The Procurement & Contracts Officer will:
- Support the recruitment and hiring of consultants, including ensuring proper competition and documentation of positions, and drafting consultant agreements and amendments based on scopes of work provided by technical teams;
- Support, and at times lead, USAID Advancing Nutrition teams through procurement processes including the development of scopes of work, requests for quotations/proposals, and engagement of vendors and service providers;
- Assist in the tracking of all non-expendable equipment (NXP) and IT equipment for the project including subcontractors, field offices, subcontractor field offices, and project office;
- Manage establishment and tracking of project purchase orders to allow for timely and accurate payment;
- Collaborate with teams to review contractual requests in accordance with JSI and funder policies, understand and identify problem areas, facilitate solutions, and recommend process improvements;
- Assist with USAID Advancing Nutrition’s contract organization and filing of project documentation.
- Perform other duties as determined by the Senior Contracts & Finance Manager.
QUALIFICATIONS
Education: Bachelor’s degree in business, international development, or related field.
Experience: 2-5 years of related work experience in procurement, operations, and/or contracts on an international project. Experience on USAID funded contracts a plus.

- Ability to maintain confidentiality and discretion with sensitive information.
Preferred Skills/Experience:
- Solution-oriented when faced with problems and seek/provide clear feedback to ensure contractual compliance and fulfill technical/programmatic requirement.
- Team-oriented, supportive work style with willingness to work outside role when necessary.
- Sense of humor!
- Languages: English fluency required. French, Spanish, or Portuguese preferred.
